Knowledge Enterprises, Inc. (KEI Journals)
Beall saw it as "a publisher to avoid". The emails do have a personal touch (if you happen to be "Dr. Dr. Kaye DH"). The true names behind the domain are hidden, as DomainsByProxy registered the domain name. LinkedIn (7/2/18) has the following entry for Katerina Bielka, M.D., whose name is on most of the spam: anaesthesiology and intensive care, pain management, Ukraine, Medical Practice, Bogomolets National Medical University, Clinic "Boris", Kiyv city hospital #17.
Update (5/3/18): Medical Research Archives' "confidential" spam now drops any mention of KEI, but the domain for its email, medicalresearcharchives.com, is registered by GoDaddy.com to KEI Journals NA, 340 S Lemon Ave #7750, Walnut California 91789 US, +1.7632441130, f@zel.li. The address, which also appears in the strange confidentiality notice, is useful to many businesses who want to make it appear that they have a physical presence in California. See How Scitech Central Fakes a US Address and Guide for Setting Up 'Virtual Office' (in US). According to Bizapedia,
Knowledge Enterprises Incorporated is a Minnesota Business Corporation (Domestic) filed on December 6, 2011. The company's filing status is listed as Active / In Good Standing and its File Number is 451950700027. The Registered Agent on file for this company is Dylan Fazel and is located at 3357 Aldrich Ave, Anoka, MN 55303. The company's principal address is 3357 Aldrich Ave, Anoka, MN 55303.The Bizapedia entry also lists Mr. Fazel as "Chief Executive Officer, 340 S Lemon Ave #7750, Walnut, CA 91789." Some of the fonts in the emails are in the mso-fareast font family.
The the signature line of the MRA email concludes with the following flourish: "NLM (PubMed) ID: 101668511." The National Library of Medicine catalog does indeed have such an ID number -- for a journal that is "[n]ot in the NLM Collection" and "[n]ot currently indexed for MEDLINE" because the articles were not "deposited in PubMed Central (PMC) in compliance with public access policies." (Thanks to Catherine Arnott Smith, an associate professor at the University of Wisconsin's Information School (?), for pointing out this deceptive practice and providing the NLM link in a comment below).
Email re Medical Research Archives
- 6/13/16: Dr. Kaye DH,
I hope this email finds you well. My colleague Reni asked if I could get in touch with you about your paper titled The good, the bad, the ugly: the NAS report on strengthening forensic science in America.. Firstly thank you for taking the time to publish this, it was an interesting read. I am hoping to have the opportunity to discuss having a short followup or perhaps a review article published in one of the next issues of our journal. I think our readers could be interested in a paper with information from any continued research or new data since this was published. It would not have to be a long article, but if you don't have time for this perhaps you could also reach out to the co-authors or one of your students to collaborate. ... If you have any questions about whether or not a certain subject fits the scope of the Medical Research Archives I can put you in contact with Dr. Steven Lindheim from our editorial board. Could you please let me know your thoughts on this?
Sincerely,
Dr. Kateryna Bielka, M. D.

Dear Dr. Dr. Kaye DH,
I hope you are enjoying the holidays. We were in contact a few months ago about your paper entitled "The good, the bad, the ugly: the NAS report on strengthening forensic science in America.". I wanted to check-in with you again about the possibility of publishing a followup/update to this paper in one of the next issues of the Medical Research Archives. I still think that such an article could be of much interest to our readers and am hoping that you are in a better position to write something now that the new year is starting. The length of the article and timing of submission are flexible. If there is any way I can assist in making this happen please do not hesitate to ask. Would you be available to proceed with this in the next 2-3 months?
Sincerely,
Dr. Kateryna Bielka, M. D.

Dear Dr. ____, I hope your year is going well. Perhaps you remember I emailed you last year about your paper "Human germ line _______.". If you ever have the occasion to write a followup to this article my invitation still stands. I wanted to contact you today because I will be editing a special issue this summer in which all articles will have free full-text available to readers. I would be very appreciative if you would consider submitting an article. More information is available on our website, and in our author guide which I am happy to send to you. The issue will be released in August, and submissions will be accepted through the end of July. Do you think you have time to contribute to this issue?
Sincerely,
Dr. Kateryna Bielka, M. D.

Subject: Manuscript Submission
Dear Dr. Kaye DH,
I hope all is well. An article you authored a while back entitled "The good - the bad - the ugly: the NAS report on strengthening forensic science in America." caught my interest and I thought I would contact you about it. I am wondering if you or any of your co-authors have continued working in this line of research because I think it would fit nicely into an issue of the Medical Research Archives. I will be editing the next few issues of the journal and would be delighted if we could include an article from you.
The parameters of the article would be up to you of course but I was thinking an updated review article might be nice. I am happy to look at any material you have to let you know if it fits our scope. I am also including a link to the journal's previous issue below so you may get a sense of the kinds of articles we accept. Please let me know if this is a possibility for you.
Sincerely,
Kateryna Bielka, M. D.
